The Regulation of Investigatory Procedures Act 2000 controls the way in which local authorities and others conduct investigations which breach the human rights of those being investigated. It has wide implications for local authorities and for the individual investigating officers and breach of its provisions has very serious consequences for both the officers and for the investigation. There is currently much public disquiet about the way in which the powers under the Act are being used by some local authorities and close media scrutiny of local authority conduct in relation to investigative techniques.
This course looks in depth at the provisions of RIPA and how they affect local authority investigations, the safeguards that are put in place by the Act, the considerations that must be applied and the consequences of getting it wrong. A full understanding of the requirements of RIPA is essential for every local authority officer engaged in investigation of potential criminal activities and for those officers who authorise such investigations.

The Trainer:
Julie Barratt is an Barrister and a Chartered EHP, with extensive experience of advising and representing local authorities in criminal proceedings. She has considerable experience in providing legal skills training for local authority offices across the whole field of local authority enforcement.
